Mayors can now transfer funds between cities owned by the same religion. This is done via an accountant NPC who will have to be escorted 
all the way to the receiving townstone where he should be told to "deliver the gold", to finalize the transaction.

However, other religions can intercept the transfer and hijack the accountant with the Siege rite, so watch out! 
He'll then follow his new master to whatever townstone they select. 40 piety is required. He can also flat out be killed, 
though he has a lot of HPs.

Guilds and non-religious characters can currently not hijack him (they can still kill him though), we have plans for this though. 
Probably through a new scribe scroll or similar.

Religion HP's can now appoint Mayors of the towns they own. The mayor must own/co-own a house in the city and must not be in a religion.

Mayors can (currently):
Set the taxrate - between 0 and 10%, limited to 1 use a month. The max tax a house can be required to pay is still 100.000 as always.
Hire/Fire vendors and guildmasters - done on the stone (under "see guildmasters/vendors"), NPCs are fired by telling them to their face.

Important: vendors/guildmasters expect to get paid once a month now, and will resign if they aren't paid. Mayors, balance that budget!

Guards aren't included for now (as it screws with the siege system), and we have more features coming as soon as possible. Have fun!
